A transactional outbox guarantees every state change emits its event; deliveries are HMAC-signed, retried with backoff, and replayable from the dashboard.
The event is written in the same DB transaction as the state change — state-changed always implies event-emitted, never a phantom or a miss.
Each delivery carries a Stripe-style `t=…,v1=…` signature header with a timestamp, so subscribers verify authenticity and reject replays.
Failed deliveries retry with exponential backoff and are dead-lettered after the limit, with SSRF protection on every attempt.
Re-send a single delivery or an endpoint's whole failed batch from the dashboard once you've fixed the receiver.
